Short answer: No - they guard different doors. Proctoring watches the candidate during the sitting. Bot protection watches the traffic before and after it: bank harvesting, credential stuffing, answer-site sync traffic, and the automated account creation that feeds all of it. A program needs both, and confusing them leaves the supply side wide open.
What proctoring sees
Camera, screen, and behavior during the exam window. It answers: is this the right person, and are they cheating right now? It says nothing about who harvested the bank last month or which 'new student' accounts are synthetic.
